Topics include leadership competencies through understanding and adapting to people The Law Enforcement Supervisors Leadership Training Program (LLPC) provides a unique opportunity for law enforcement professionals to develop and hone their leadership skills. The Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) was established by the 70th Texas Legislature to develop the administrative, analytical, and executive capacity of current and future law enforcement officials, at no cost to the participant or its agency. Our staff has been housed at the Dallas Police Department for 11 years, where we have an exclusive perspective on police leadership filtered through an evidence-based lens. Many graduates of our leadership courses have held personnel positions, both at DPD and other North Texas agencies. Our courses teach leaders (and future leaders) to think differently about leadership, the role of policing in society, ways to strengthen police-community relationships, and how research and evidence can influence public safety policy. Our courses do not focus on tactical concerns, but on trends and philosophies that inform the best leaders in policing. The candidate must be a law enforcement officer/officer or law enforcement personnel employed by a federal, state, local, or tribal agency or department that has primary oversight responsibilities or is preparing to rise to a supervisory position. The Texas Police Association is committed to providing training opportunities for all law enforcement officers.
